Adobe Flash Player is software for viewing animations and movies using computer programs such as a web browser. The Flash Player is available as a plugin for browsers with NPAPI support (such as Mozilla Firefox, SeaMonkey, Opera) and ActiveX support (Internet Explorer and IE shells like Maxthon).
The last version officially supported on Windows 98/ME is 9.0.289. With KernelEx you can install up to version 10.3 and the version 11.1 for not IE browsers (Opera, Firefox).
Use same instructions as below to install 10.1. The new Control Panel fails to launch in this version. Adobe has dropped the support for Internet Explorer 6 SP1.
